Cresta Pb rear brakes 'staying on' plus similar with master cylinder after overhaul

After an overhaul of rear cylinders with new seals, rear brakes do not retract fully, i did also have a problem with the outer dust seal on these, and top it all off fitted new kit to master cylinder and had same problem with it not returning, fitted old seals back in all ok ? Checked front 'seem' to be ok
