Are 'F1 Rejects' BAD for Indycar's Racing Ladder?

I'm in a lot of Discord servers, and they contain F1 fans, BTCC fans, rally fans and Indy fans. And bike fans, but I'm not interested in those...

But there's always the F1 vs Indy debate. How Indy is boring and not good enough because of the failed F1 drivers in there (or anyone not in F1 is 'failed') mean it's not worth watching.

But in recent years, there seems to be more talk of drivers who are out of F1 going to Indycar, or those who don't make it but have promise going to Indycar. But that then got me thinking. If the FIA ladder is that bad/costs are that bad that drivers are going to Indycar and effectively rendering the FIA ladder useless, does that in turn mean that Indycar's ladder will be rendered useless as well as Indycar teams pick up drivers with money (and potentially more talent) from Europe over home gown racers?

Interesting question, let's have a look.
